CONGRATULATIONS TO ALL JNVs ON MAKING MASS CASUAL LEAVE A GRAND SUCCESS.
To All the staff of JNVs, R.Os &Head quarters of NVS
Dear friends
Hearty congratulations on responding to our call for MASS CASUAL LEAVE on 24th January 2013 and making it an unprecedented success. It is heartening to learn that the fighting spirit amongst us has not died out. It is exactly this resolute spirit that can strengthen our further agitation for the resolution of our demands. We have got information that around 300 JNVs have responded to the call of JAC and protested at the District Collectorates and presented memorandums to the authorities. It is not idle and opportunistic talks that change the present scenario. It is action and vehement open fighting that is the need of the hour. Congratulations once again to all those who have not retreated their steps and displayed resilience to fight injustice.
The Mass Casual Leave would have been averted had Samiti been positive to our just demands. The JAC did its best to avoid conflict till the last moment by keeping its options open for democratic discussion. The Samiti with its unchanging attitude showed it would brazenly go ahead with its undemocratic attitude. The failure of talks between the JAC members and the Management on 22-01-13 showed quite clearly that the latter would not shed its authoritarian role easily.
The Samiti’s anti-welfare attitude towards our problems dates back to its preference to the CPF benefits to CCS Pension and we have become victims of its short-sighted decision. In spite of our over two decades of its existence, the Samiti is still not inclined to form JCM and thus listen to our concerns while decision/policy making. It is only interested in thrusting its decisions on us. It is still not willing to define our duties and by not doing it so it has been exploiting us day and night by paying meager allowances and depriving us of compensatory leaves. It has reduced HM allowance to daily wages by slashing it when we avail ELs/HPLs.
It has deprived hundreds of well-qualified and well-deserved TGTs/PGTs of their right to promotion by toying with recruitment policies from time to time. It has, thus, deprived the students of their valuable services for long.
It has not deviated from its old unscientific and outdated methods, thus putting stress on students as well as teachers. The CCE has been diluted and principles envisaged by NCF 2005 are mocked at by the Samiti.
The Samiti’s attitude towards the problems of non-teaching staff is equally distressing and disgusting. They have been isolated though they are compelled to be available round the clock just like the teaching staff. The denial of 10% Special Allowance is unjustifiable as in many vidyalayas they are forced to work beyond their working hours. Besides, they are expected to do more work than their counterparts in KVS as our schools are residential.
Friends, should we allow the Samiti to go rampant with its whimsical decisions? Should we allow it to rotten the system with its unscientific and unilateral policies? A heavy price has already been paid by us due to its capricious transfer policies. Thousands of us work away from our native states without a hope for a transfer in the nearest future. Should the principles of democracy and scientific approach we teach in our classrooms be confined to textbooks and classrooms only?

Friends, wake up. It is time to gather more support to our second phase of agitation – INDEFINITE STRIKE from 06 February 2013. Let us take on ourselves the responsibility of contacting the teaching and non-teaching staff who did not join the Mass Casual Leave agitation and impress on them the need to strengthen the Association and bag the door of the NVS.
The JAC now appeals to you to make the INDEFINITE STRIKE a success. In connection with this it would like to collect information from all schools that are participating in the agitation. So kindly send your plan of action in this regard. Besides, every JNV should send a copy of the Strike Notice to the following officials, through Fax to save delay. (The Strike Notice is attached herewith. Please take a printout in legal size only)

Besides, you are requested to do the following guidelines to get more support to our agitation.
1. Meet the MPs and take their supporting letters.
2. Give wide publicity to our problems and the INDEFINITE STRIKE through print and electronic media. Prepare press notes in regional languages, Hindi and English and fax to the media.
3. Each employee to send an SMS to the staff in the other vidyalayas and encourage participation.
You are also requested not to believe any rumors that might be spread by self centered people. Please consult JAC members only, for any clarification
