Sub: Forwarding the matter of according Recognition
to Staff Associations of NVS Employees
Respected Sir
Navodaya Vidyalaya Samiti ( NVS) is an
autonomous body under the aegis of the HRD Ministry, running CBSE Schools known
as Jawahar Navodaya Vidyalayas(JNVs) from 6th standard to 10/12 standard, in almost all districts of the
country excluding a few.
Though established in the year 1986, there is
no recognition accorded to any Staff Association. All India Navodaya Vidyalaya
Staff Association (AINVSA) comprising of teaching and non-teaching
staff of NVS is the oldest and largest Association of NVS. Though it had
submitted its membership forms, Byelaws and necessary documents in the year
2006, NVS Headquarter has not given Recognition to it, on the pretext of
getting it verified by all Regional Office. Despite a passage of eight years or
so, its hesitant to give it Recognition only to subjugate the staff to comply
to all arbitrary circulars without any staff involvement.
Failure to get Verified the Membership forms
submitted in 2006, by all Regions was a deliberate step, to hinder from the
Recognition Procedure. Why were strict orders and time bound directions not
given at that time to all NVS Regional
Offices in the country, and why did the Regional Office not comply the orders
at that time is still a mystery ..
The employees want a proper redressal mechanisms in NVS to redress their grievances.
Staff side opinions should be given a place before passing out any circulars by
NVS headquarters. Joint Consultative
Machinery be formed at the National level and be given weightage in line with
the other Central Govt, Autnomous and Statutory bodies etc. The office bearers
of the Associations be absorbed as members, and opinions as representatives of
staff side be taken into consideration , in all policy making decisions.
The employees being in the teaching
fraternity never want to stage dharnas, strike and protest unnecessarily to
give a wrong message to the students. But NVS have never paid a heed to the
genuine demands and grievances of the
staff .NVS officials just gave empty solace and promise whenever protests
staged in the yester years…and the matter remained status quo. It just resorts
to severe disciplinary actions such as suspensions, administrative and public
interest transfers or salary deducted for the strike period etc only to deter
this staff from raising their voice.
We
want negotiations and table talks only to resort out the matter and hence
Recognition be given to our staff association AINVSA
Kindly intervene and draft a letter to the
HRD Ministry to give our Staff Associations
Recognition immediately, in order to discourage the employees from
taking other steps, avenues such as non-co operation activities, dharnas, protests,
strikes etc in near future.
