taking up his good office and we see a silver lining in the cloud…
Sir, the Annual Transfer
Drive 2016 has commenced and AINVSA is
full of hope this time. AINVSA(All India
Navodaya Vidyalaya Staff Association)
and it members give an applause and a standing ovation to the Organisation NVS for the inclusion of Para 2.2 in the recent NVS Hqrs
Transfer circular dated December 22,2015 addressed to the Deputy
Commissioners of all Regional Offices., exempting the much suffered class of
employees --- namely : a) Differently disabled b) Serious Medical cases c)
Employees working under Special Bond and d) Spouse employees waiting for
unification ---.from TRANSFER COUNTS with reasons
AINVSA dreams that
NVS would release the list of Annual
Request Transfers 2016 in proper hieararchy and in the order of priority .
The Transfer list of (a) should be
released and then b) etc which has been
given exemption from Transfer Counts/ completing Normal tenure, for that matter, ibid .
Nevertheless, the Special Bonds of 3 years should not be at
par with those who have worked for Special Bond of 10 years. Similarly ,working
in hard station for simpy 03 years should not make them entitle to supersede
those of the above clause (d) of Spouse Category which has been given
sympathetic consideration by DOPT AND UOI Govt. Circulars from time to time
.Hence , the priority and hierarchy interse should be analysed with just
discretion to the satisfaction of all concerned.
Its found that those who have worked simply for three years
in a nearby Hard station in the same Region have also deprived the Spouse
Category employees from getting their desired choice place. Moreover now , all
those employees coming out in large numbers from North East Region would make the aspiring
Spouses in dearth of common places for
both the posts, subsequently making them live in separation once again; making them fill the forms or giving them the exemption from Transfer Counts Para 2.2 ibid
would be futile. (The DOPT Circulars of sympathetic
consideration for Spouses would be
superseded by Special Bond Obligation)
It will be just a façade to materialise in future days, created by
putting the Spouse Category below Special bond category; if the priority is not
interchanged between clause© and clause(d) of Para 2.2 .
The employees under Category of Clauses
(a),(b) and (d) are less compared to that of (c) . Consequent upon
this, all the three category on sympathetic grounds and UOI Govt /DOPT circulars to that effect,
namely (a)Differently disabled,
(b)suffering from serious ailment/disease and (d) Spouse Category
should be above in hierarchy of the (c) Special Bond
Category or the Hard and Difficult Stations Category.
Interchanging or escalation of Spouse Category from Clause d) to c) in the
said Circular… modifying the Priority among
the four ‘exempted from Transfer
Counts with reasons ’ would be only in the larger interest of the
organisation. There is good and
sufficient reasons, with justification, to modify the clause c) and d) of Para
2.2 as
under :
1.
The Spouses would work with more dedication as in the same station.
2. The Spouses residing in one govt quarter and utilising common single
infrastructure, electricity water supply etc, would save the resources of JNV in
particular and Govt in general.
3. Spouses going on leave would reduce and prolong stay of the Staff of different
genders in the same premises, essential for the Safety and Security of JNVs
4. The escorts of wife with husband and vice versa would help NVS in deputing
Escort duty with ease
5. The Spouses, in a nut shell, would work as a family for the Vidyalaya's
holistic development .
Transfer of Special Recruitment drive employees of 10 years Bond or that of the employees on Special Bond of 03 years would not leave any conducive or coveted place for the Spouses., Medical ground or the Differently Disabled employees aspiring Transfers., if the Transer list of the former is released prior to that of the latter categories.

also worry about teachers appointed in Jan 2013 and posted to NE &JK. just for 25 days they'll be staying more than one year extra in hard area
