commissioners can not be empathetic to US because they come and go ,& HAVE TO WORK WITH CLOSED BUREAUCRATIC STRUCTURE w .so don't pressurize them with their limited powers.our target & hope is GOVT. (POLITICIANS) Which can change structure of organization AT VIDYALYA LEVEL
