Will the Minister of HUMAN RESOURCE DEVELOPMENT  be pleased to state:-

(a) the number of various categories of posts in teaching as well as non-teaching categories in the Jawahar Navodaya Vidyalayas (JNVs) in the country;

(b) whether persons
appointed in JNVs prior to the year 2004 in teaching as well as non-teaching categories are not getting pension after retirement;

(c) if so, the details thereof and the reasons therefor; and

(d) the steps taken/proposed to be taken by the Government in this regard?

(a): The number of teaching as well as non-teaching categories of posts sanctioned in the Jawahar Navodaya Vidyalayas (JNVs) in the country is given below:-

(b) & (c): The employees of JNVs appointed before 01.01.2004 have not been found eligible for the grant of pension under the CCS (Pension) Rules, 1972 as the Navodaya Vidyalaya Samiti (NVS), an autonomous organization, was registered after 01.01.1986, the cut-off date for determining the eligibility of employees of autonomous bodies, for pension under CCS (Pension) Rules, 1972. These employees have been representing for this pension and some sections of them had proceeded on strike with effect from 06.02.2013 for fulfillment of their demands, of which the major demand related to grant of pension. The strike has since been withdrawn with effect from 15.2.2013 after assurances from the Government that all their legitimate demands would be sympathetically considered in a time-bound manner.

(d) The Government has approved the introduction of the New Pension Scheme (NPS) for all the regular employees of the NVS, joining on or after 1.4.2009. Those employees who had joined the Navodaya Vidyalaya Samiti on a regular basis before 1.4.2009, including those appointed prior to the year 2004, shall have the option either to continue with the existing Contributory Provident Fund Scheme or to join the New Pension Scheme.

AINVSA -National level Delegates Meet 2013



A National Level delegates Meeting is organised at JNV Khurai, Sagar in Bhopal Region, on 7th APRIL,2013

Proposal for SEVENTH PAY COMMISSION



Proposal by Union Housing &  Urban poverty alleviation Minister, Shri Ajay Maken of Seventh Pay Commission

Shri. Ajay Maken, union housing and urban poverty alleviation minister has taken up the central government employees demand for the setting up of the seventh pay panel. The minister has written a letter on March 14 and had asked that that a decision be "taken on priority" for constitution of the Seventh Central Pay Commission. "A notification for constitution of the 7th Central Pay Commission is the need of the bour, which is bound to have bearing upon about 20 million employees," the minister said. He concluded by emphasizing that setting up of the new pay panel was in "larger interest of government employees as well as the Congress"

Earlier, the government in parliament had told that there was no proposal as such in setting up of the 7th pay commission. The huge success of the strike conducted by the Confederation of Central Govt unions may have factored in the decision for the move.

MACPS deprived to the teaching staff not justified.



A directly recruited employee in Grade Pay (GP) of Rs 4600, is entitled to be considered for grant of 1st, 2nd and 3rd financial upgradations to the GP-4800 / PB-2, GP-5400 / PB-2 and GP-5400 / PB-3 respectively under MACPS subject to fulfilment of terms & conditions relating to the Scheme in Railways.

It is to be noted here that the GradePay of Staff Nurse was enhanced in the Sixth Pay Commission itself in line with the teaching staff.. A Staff Nurse directly recruited in GP-4600, as of now,  is entitled to be considered even for 3rd financial upgradation under MACPS to the Grade Pay o f Rs.5400 in PB-3 in terms of the provisions , in Railways.

Has the HRD Ministry/NVS seeked Clarifications for the implementation of MACPS to the teaching fraternity?
