Sub:  No transparency in administrative transfers and Public interest transfers done recently, by  Navodaya Vidyalaya Samiti ( NVS).

Your excellency may be disappointed to know that the Navodaya Vidyalaya Samiti  has recently resorted to Mass Administrative and Public interest transfers  merely to subjugate the staff at this juncture when the employees are asking for Recognition of their ages- old Staff Association AINVSA ( All India Navodaya Vidyalaya Staff Association). Unlike Kendriya Vidyalayas ,there is no redressal grievance mechanism in Jawahar Navodaya Vidyalayas such as Joint Consultative Machinery ( JCM); on the contrary no recognition given  to any staff association, so far.

No opportunity of being heard , been given to these employees who have been issued Transfer Orders on Administrative grounds recently in Hyderabad, Pune Region etc.

We concede that admininstrative transfers should be done, but done with transparency. Administrative Transfers orders issued by Navodaya Vidlyalaya Samiti does not reflect any transparency. Only on the feedback, allegations of the Principals, the Administrative transfer list is prepared. There is no genuine inquiry of the allegations of the Principals. Inquiry is not been done without any fear or favour.

NVS should examine the adequacy of the penalty imposed by resorting to administrative transfers to these employees relying only on the base of some written statements and annexures of soley the Principal., the tranferred employee’s immediate superior.

The Academic performance of the employees, past exam–result of the students taught by him, his professional achievement, School development contribution -backgound, service records invariably be referred before implementing such administrative transfers.

Its obvious and not uncommon that the office bearers of Staff Asscociation who act as a mediator and  find  amicable solutions to Staff grievances, would have some conflicts with the Principals or the NVS officials. Nevertheless, this should not be considered as an opportunity to issue Administrative Transfers to such designatory  as the President of the Central Executive Committee of Staff Associations.

Recent administrative transfer  of Sh. T.P Mani, our President of ‘All India Navodaya Vidyalaya Staff Association’  ( A.I.N.V.S.A) is wholly unjustified and unfounded. Its apparent that just because he  has had been  raising his voice for us , had been tranferred in the past  and is being tranferred recently. Kindly direct the Navodaya Vidyalaya Samiti Headquarters to quash his Administrative Transfer order with immediate effect, and an impartial inquiry be conducted prior to such Transfers., at large.

We, the employees of Jawahar Navodaya Vidyalaya and AINVSA Association humbly beg Your Excellency to look into the matter, and `issue directions to Navodaya Vidyalaya Samiti to reconsider these recent Administrative transfers ordered to the employees of NVS based only on his/her rapport with the Principal, and these orders having no transparency …

The Union of India as Respondent has  given their written submission to the Supreme Court. They have pleaded with various contentions and arguments that the case for Pension GOI to NVS employees is liable to be dismissed.

The copy in circulation is not any Supreme Court Judgement as disseminated and spread by many. Please dont spread such rumours...and kindly  don't misinterpret the Soft copy passed on ...when it reaches you

AINVSA OFFICE BEARERS POST IN QUESTION !

Its the request of a few Office bearers of AINVSA CEC that the other office bearers of CEC are just dormant and inactive. Consequent upon , and in this behalf it is once again requested to all the below mentioned CEC Executive members of AINVSA to take up the matter of the transfer of Shri TP Mani on sympathetic level and grave concern.

They will be accountable to the queries of their work at this hour of need., in the next CEC Meeting of AINVSA and the office bearers reshuffled .

AINVSA CEC MEMBERS CALLS UPON THE MORALE OF ALL JNV EMPLOYEES



              Our AINVSA  National President  Sh. T.P. Mani is transferred on Administrative ground

All office bearers in other Unions and Association in all other departments get Privileges and Special exemption from some disciplinary proceedings, due to their laison with the administration. They have immunity from civil,departmental and criminal liabilities to a certain extent. But NVS seems to take only  a little conflict of the Union Leader with the immediate superior ie Prinicipal, serious enough to transfer an office bearer such as the Founder of a  large following unique Association  AINVSA

If you too believe that this is unjustified and against the decorum of Service Associations, then please send your regrets and protest to Our Commissioner , J.C., Personal, J.C,
Administration, and D.C of Hyd, immediately  by modifying the Representation Format to be sent to HRD Ministry uploaded in this blog.

The office bearers of AINVSA are requested to take up this matter seriously on a war-footing level, a report of their role would be asked latter by AINVSA.

Copy of their letters , email, fax sent in this regard, would be asked eventually in subsequent AINVSA CEC Meeting,to all the office bearers for sustaining their executive membership. .

An APPEAL to all NVS Employees by Sh. Yogendra Sharma, National Working President AINVSA (C.E.C)



Dear Friends
                        NAMSKAR
            As you know process of granting recognition to AINUSA is underway after a long period of struggle, hardship and perspiration the dream of recognition is going to be a reality. At this juncture, I wish to confide a few things in you, please, take a serious view of them.
             Friends it was during the 9th Feb. high-profile meeting with HRD additional secreting Ms. Vrinda Sarup when I raised the issue of recognition  at the urging of our president Sh. T.P. Mani. That day the issue was not on the agenda of meeting. All the officers of NVS management had forbidden me to raise the matter before Ms. Sarup but friends considering the greater interest of staff I boldly raised the matter of recognition, in the staff opposition of NVS officials.
I said , “ Madam , why do not you recognize us, we are the biggest democracy in the world. It is essential for our existence’’ Friends, you will be glad to know that madam immediately ordered our Commissioner, present there to make the provision of recognition to AINUSA integral to HRD  by- laws.  Now  no commissioner can deny us recognition. Samiti is under compulsion to extend recognition to AINVSA. Friends, it can be seen as a major breakthrough of 9th Feb. meeting. The entire credit goes to Mr. T.P. Mani
            Now samiti (only some corrupt officials with vested interest) are resorting to divide and rule policy. We are a minority association.    Which is already split into groups ie.teaching  and non teaching. Now samiti is sending . E: mail seeking the name of president .  This is note fair. It  is high time we presented a united front to mount pressure on Samiti . Another fake AINVSA  group wants to reap instant benefits  with scant regard to unity and integrity of association .
*To be very frank , another  AINVSA fraction  is totally money minded , fake and opportunistic. They are leftist , communist who are  not the part of mainstream politics. Fund collection is being in practice. . Diverted to communists . Neither congress nor BJP Is listening to us because of their communist ideology. Tell me ,whether a single issue  of staff has been settled so far . No ,not a single one .
*Mr. T.p. Mani is our founding father .  It was Mr. T.P. Mani who stood firmly againt samit’s objectification and started association . He bore the brunt  of callous attitude , charge sheet , harassment, intimidation , humiliation , and punishment and  transfer for our sake. Friends, It is my humble and human appeal to you that if at this  juncture we forget T.P. MANI it will be the height of ingratitude on our part . It is our moral duty to crown Mr. T.P. Mini if recognition becomes a reality. He has submitted all papers with full justification to HRD and Samiti .  By  rule  Mr. T.P. Mani will be recognized .  Sh. T.P. Mani is our president.
Another group is spreading misleading information to misguide the staff.
Note: please show unity, make one  association AINVSA or  else history will
            never pardon us.

A HUMBLE REQUEST BY AINVSA TO A FEW PRINCIPALS OF NVS TO STOP ANTI-STAFF MEASURES

  A HUMBLE REQUEST TO SOME OF THE PRINCIPALS IN A FEW JNVs to STOP THEIR ANTI-STAFF  ACTIONS AND  HARRASSMENT MANAGEMENT TECHNIQUES as reported to AINVSA.

The Principals in some of the Vidyalayas are reported to adhere to the following disgusting and condemnable administrative techniques. We, AINVSA (CEC) are in receipt of a few written complaints from some JNVs with adequate proofs to substantiate the harassing management techniques of the Principals there. AINVSA humbly requests them to stop them, check their attitude, as the same would be taken to higher levels as staff welfare measure in the nearest future. ,if not.

1.   Sixth Pay Commission had recommended 5 days a week work culture for government servants but NVS Principals are enforcing full time on Saturdays and Sundays as well.

2.    The Personal and Family life is sabotaged by conducting Meetings on Saturday Afternoons, Cleanliness Campaign etc. Sundays for Parents Teachers Meetings, Study hours, Morning Attendance, Evening Attendance etc. The Parent Teachers Council (PTC) Meetings of Second Saturdays once, are recently shifted on Sundays, and no compensatory leave given in lieu of that.
3.   The Principals hinder the teachers from going out of the campus, even for purchasing daily home needs, taking care of their own children, etc.
4.   Headquarter leave and Casual Leave is not given easily quoting Swami Rules that CL is a privilege and not a right.
5.   Some of the Principals in some of the Vidyalayas call the ladies teachers in their chambers during off time, on some pretext or the other. They are lingered unnecessarily, when they enter the chambers for some school works.
6.   The teachers or rather the entire staff are discouraged from healthy interpersonal relationships; they are deterred from having family relations with each other., even to the extent even four staff members standing together are taken as otherwise by these hard core Principals.
7.   Some of the Principals enjoy subjugating the staff, and give memorandums, advisory notices etc where the matter could have been sorted out amicably by given oral warnings.
8.   In some of the Vidyalayas the Principals resort to using abusive language, shouting, raising their voice in front of even the ladies staff.
9.   Divide and Rule legacy of the Britishers is used as one of the Management technique in this modern digital era by these Principals. Groupism is instigated and favouritism is reported from these schools. Partiality and soft corner to some, and taking their help in return to harass others is a general phenomenon to them.
10. Decision and Policy not common in the Vidyalayas. Common schedule not followed, extra works other then prescribed from NVS Hqrs allocated and assigned only to mentally harass and make them workaholics.

NVS in general and these Principals in particular, should change themselves with the changing times. We are in modern era, with new advance management and administrative techniques, which would increase the efficiency and professional growth of the employees, instead of implementing these harassing outdated traditional techniques

 The Perspective Academic Planning (PAP) are followed in true letter and spirit, although its mentioned therein that it depends on the Principals and the area and location of the Vidyalayas. PAP is only guidelines given by NVS Hqrs., its should be adopted with flexibility and mutatis mutandis.

The staff should be given time and space for their personal, family cares and needs. More and more efficient and promising employees are dropping out of NVS in dearth of this .On the contrary Employees of Private and Public Sector Units are given comparatively more time and avenues for their personal and family, needs and professional growth, which in turn enhances their productivity. AINVSA understands and empathise the residential culture of NVS system, but it should not be an excuse to harass the staff.

Its high time that NVS instead of endorsing these aforesaid activities of the Principals, chide them, discourage them from doing so. Strict and stringent measures should be taken against such Principals who are spoiling the name of NVS, as more and more complaints are lodged to external agencies by the victims of these Vidyalayas. AINVSA wants to mediate and shield the defamation of our institution as far as possible; giving consolation to the employees of these Vidyalayas that the situation would improve soon and they need not refer their grievances to any other forum.

Hope and pray this is taken in a positive and congenial spirit by one and all, especially NVS Authorities and the concerned stake holders.
