I
would like to bring to your kind notice the following few lines related to
Library services and its functioning in JNVs. It
is universally accepted fact that the library plays a pivotal role in any
educational institution for the enrichment of teaching learning process for the
students and faculty.
The
NVS has been giving lot of importance to the library services and its
organization since its inception.
Recently, the library fund is also raised up to one lack per annum. The librarians are putting all the efforts to
justify the services for the students and the staff of the institution. We are
comfortable with the available infrastructure and resources.
At the same time I would like to bring to
your kind notice the following aspects which were not thought of by NVS so far
The total strength of the
vidyalaya students is between 450-520 and the faculty is around 30
i)
Every day the visitors in the library are around 150 to
200 students. And 10 to15 faculty
members. The issues and the returns consumes the whole time of 45 minutes in a
period.
ii)
The total collection goes up to six to eight thousand
and the periodicals are around 45.The issues and returns are around between100
to 150 per day. The single librarian is
not able to guide the students individually and not able to take care the theft
of books, since the book stock and the
reading place in the single hall, is congested for the free browsing and
reading of the books.
The loss of
books in is alarming every year. The loss/theft is the common practice by the
students, in spite of the vigilance over students .The losses are collected from
the librarian from his hard earned money.
Every librarian is penalized thousands of rupees (10000 to 25000) at the
time of transfer. .
TheNavodayadayaVidyalayaSamithi
has not specified any guidelines regarding the loss of books. Therefore the
total loss is being recovered from the Librarian
GOVT OF INDIA FINACIAL RULES FOR LIBRARIANS
Rule.194.
Physical verification of Library books:
(i)
Complete physical verification of books should be done every year in case of
libraries having not more than
Twenty
thousand volumes.. In case such verification reveals unusual or unreasonable
shortages, complete verification shall be done.
iii)
Loss of
five volumes per one thousand volumes of books issued/consulted in a year may
be taken as Reasonable provided such losses are not attributable to dishonesty
or negligence. However, loss of a bookof a value exceeding Rs. 1,000/- (Rupees
One thousand only) and rare books irrespective of value shall Invariably be
investigated and appropriate action taken.
The stock verification, weed out l and condemnation is the
common practice in any library
iv)
The NavodayaVidyalayaSamithi has formulated the condemnation
procedure for all the departmental stores except libraries. So, the un used,
mutilated, obsolete books are piled in the library for the last twenty five
years .in turn ,creating space problem to add new books every year
v)
.The Government of India financial rules has mentioned
about the condemnation, weed out, damage, mutilated, obsolete material from the
accession.
Rule 196. Disposal of Goods.
An
item may be declared surplus or obsolete or unserviceable if the same is
of no use to the Ministry or Department. The reasons for declaring the item
surplus or obsolete or unserviceable should be recorded by the authority
competent to purchase the item. The competent authority may, at his discretion,
constitute a committee at appropriate level to declare Item as surplus or
obsolete or unserviceable.
vi)
For the
extensive use of library resource, the additional staff is essential. An
attendant service may be very much useful for the better services in the
library. The CBSE has mentioned the
staff formula in its Library manual. But
the NVS has ignored this manual. The
CBSE has also evaluated the entire library services in detail in the manual.
vii)
As per the CBSE Library Manual the Staff formula for
Senior Secondary Schools is as follows:
1.
Librarian PGT (one) 2. Assistant Librarian TGT (one) 3.
Library Attendant (one).
Keeping in view of the above facts I honestly request your kind self to
look into the matter of losses, weed out of books and sanctioning the attendant
post.

Your kind personal attention towards the long pending and genuine
issues of library may be resolved. Hoping the positive decisions and necessary
steps by reviewing the practical difficulties and the functioning of the JNV
libraries.
