The action follows the chief vigilance officer’s report establishing “misconduct” on part of Naidu. The NVS had earlier shot off a show-cause notice to him and his response had been termed “not satisfactory”. Naidu confirmed that an inquiry had been initiated against him.
The Indian Express had earlier reported that Naidu had written to principals of 550-odd Navodaya schools advertising a new and little-known private educational institute operating out of Dehradun — SelaQui Academy of Higher Education. He had asked all principals to tell recent Class XII passouts as well as students of Class XI about the academy.
Hardselling the institute, an unusually worded official NVS circular even pointed out that “only highly qualified and competent faculty drawn from best of the institutions like IITs/IIMs are working in Technology and Management Departments”, besides highlighting its “good infrastructure”.
Taking cognisance of this “advertisement”, the ministry has noted the “gravity of misconduct” on part of Naidu, calling for a major penalty and regular departmental action, albeit without suspension.
Naidu had also issued certain letters and circulars to deputy commissioners, principals and other authorities at NVs suggesting procurement of laboratory equipment and other items for their schools through an Ambala-based firm — Oslaw Industries Products Pvt Ltd.
Naidu is learnt to have ignored the regular tender procedure in the case, which was in any way outside his jurisdiction. Naidu even issued two letters this year emphasising that principals should take appropriate action towards purchasing certain lab equipment on or before March 12, 2012.
He had also pushed them to purchase CDs for Class X mathematics and Vedic mathematics at certain prices, the vigilance inquiry has revealed.

In a recent communication addressed to the Jawahar Navodaya Vidyalaya (JNV) principals and deputy commissioners of its regional offices, the NVS has suggested that “the SelaQui Academy of Higher Education is an excellent facility for students of JNVs who want to pursue engineering and business management after their 10+2”. “This will certainly be helpful for students of Uttarakhand, Uttar Pradesh, Bihar, Jharkhand and the North East,” the communication from NVS says.
The Navodaya Vidyalayas are free residential schools aimed at providing good quality education to talented children from rural areas.
The letter written by NVS Joint Commissioner (Academic) T C S Naidu hardsells the SelaQui Academy of Higher Education.
“After going through the website of the institute it has been found that only highly qualified and competent faculty drawn from best of the institutions like IITs/IIMs are working in Technology and Management departments... it has good infrastructure... lot of facilities and good library, which is conducive for creative learning and self-development.... The institute will support to get bank loan for the students,” it reads.
SelaQui Academy of Higher Education offers BBA, MBA, B Tech and LLB courses. The fees for these courses are around Rs 3,20,000 per annum. For a four-year BBA the fee is Rs 2,70,000 per annum.
Launched in June 2010, it has been set up by the Gurukul Trust run by former UP cadre IAS officer Om Pathak.
When contacted, Naidu said that the NVS had no tie-up with SelaQui. “We have absolutely no tie up with them... this is just for the information of students... and there is no compulsion involved,” he said.

Navodaya ‘hardsells’ a private institute to its
principals
The Central government-run Navodaya Vidyalaya Samiti (NVS) has taken to
‘advertising’ private institutes to its own schools and students and that too
in an official capacity. The NVS has written to principals of 550 Jawahar
Navodaya Vidyalayas (JNV) literally advertising a new and little known private
