Department of Expenditure under the Ministry of Finance decided to Disburse Salary, pension, wages for the month of August 2012 to Central Government Employees and Pensioners in Kerala in advance on 27th August, 2012. This decision is due to the Onam Festival. This year Onam falls on 29th August, 2012. So the Central government decided to disburse salary a little bit early to its employees in Kerala

HRD orders probe against top official of Navodaya

The HRD Ministry has initiated an inquiry against Navodaya Vidyalaya Samiti (NVS) Joint Commissioner (Academic) T C S Naidu who has been accused of several irregularities. Charges against Naidu range from advertising a privately-owned institute to students using the official Navodaya system and pushing NV principals to purchase laboratory equipment from a particular firm.
The action follows the chief vigilance officer’s report establishing “misconduct” on part of Naidu. The NVS had earlier shot off a show-cause notice to him and his response had been termed “not satisfactory”. Naidu confirmed that an inquiry had been initiated against him.
The Indian Express had earlier reported that Naidu had written to principals of 550-odd Navodaya schools advertising a new and little-known private educational institute operating out of Dehradun — SelaQui Academy of Higher Education. He had asked all principals to tell recent Class XII passouts as well as students of Class XI about the academy.
Hardselling the institute, an unusually worded official NVS circular even pointed out that “only highly qualified and competent faculty drawn from best of the institutions like IITs/IIMs are working in Technology and Management Departments”, besides highlighting its “good infrastructure”.
Taking cognisance of this “advertisement”, the ministry has noted the “gravity of misconduct” on part of Naidu, calling for a major penalty and regular departmental action, albeit without suspension.
Naidu had also issued certain letters and circulars to deputy commissioners, principals and other authorities at NVs suggesting procurement of laboratory equipment and other items for their schools through an Ambala-based firm — Oslaw Industries Products Pvt Ltd.
Naidu is learnt to have ignored the regular tender procedure in the case, which was in any way outside his jurisdiction. Naidu even issued two letters this year emphasising that principals should take appropriate action towards purchasing certain lab equipment on or before March 12, 2012.
He had also pushed them to purchase CDs for Class X mathematics and Vedic mathematics at certain prices, the vigilance inquiry has revealed.

Navodaya ‘hardsells’ a private institute to its principals
The Central government-run Navodaya Vidyalaya Samiti (NVS) has taken to ‘advertising’ private institutes to its own schools and students and that too in an official capacity. The NVS has written to principals of 550 Jawahar Navodaya Vidyalayas (JNV) literally advertising a new and little known private educational institute operating out of Dehradun, the SelaQui Academy of Higher Education. It has asked all school principals to pass on the information to students of class XI and XII.
In a recent communication addressed to the Jawahar Navodaya Vidyalaya (JNV) principals and deputy commissioners of its regional offices, the NVS has suggested that “the SelaQui Academy of Higher Education is an excellent facility for students of JNVs who want to pursue engineering and business management after their 10+2”. “This will certainly be helpful for students of Uttarakhand, Uttar Pradesh, Bihar, Jharkhand and the North East,” the communication from NVS says.
The Navodaya Vidyalayas are free residential schools aimed at providing good quality education to talented children from rural areas.
The letter written by NVS Joint Commissioner (Academic) T C S Naidu hardsells the SelaQui Academy of Higher Education.
“After going through the website of the institute it has been found that only highly qualified and competent faculty drawn from best of the institutions like IITs/IIMs are working in Technology and Management departments... it has good infrastructure... lot of facilities and good library, which is conducive for creative learning and self-development.... The institute will support to get bank loan for the students,” it reads.
SelaQui Academy of Higher Education offers BBA, MBA, B Tech and LLB courses. The fees for these courses are around Rs 3,20,000 per annum. For a four-year BBA the fee is Rs 2,70,000 per annum.
Launched in June 2010, it has been set up by the Gurukul Trust run by former UP cadre IAS officer Om Pathak.
When contacted, Naidu said that the NVS had no tie-up with SelaQui. “We have absolutely no tie up with them... this is just for the information of students... and there is no compulsion involved,” he said.

Interest Rate on General Provident Fund (GPF) hiked (increased) to 8.8%



           The Finance Ministry has hiked interest rates on General Provident Fund (GPF) to 8.8%. This comes into effect from April 1, 2012. This move will benefit millions of Central Government employees who are subscribers to this fund.This interest rate of 8.8 per cent will apply for 2012-13 and is higher than the 8.6 per cent rate for the December 2011-March 2012 period

NVS Hqrs Implications???


NVS,HQs. vide its letter No.12-6/2012-NVS(Estt.)/1334 dated 15.05.2012  has requested to furnish the data  pertaining to employees  , for analyzing implications of extending the new pension scheme to employees of NVS who joined prior to 1.1.2004.

What is their intention? Are they going to extend the New Pension Scheme to those prior to 1.1.2004 also????

AINVSA (Mani Group) RECIPROCATES to JNV Ranchi Unit ( Mishra..) 's PLEA

Sub: Proposed Supreme Court case on GOI Pension-support of AINVSA

Sir,

I am extremely happy to understand that you have realized the need to go to Supreme Court with GOI Pension for the staff of NVS with the full support of AINVSA in the wake of negative verdict in Ranchi High Court Case .In this connection I would like to share the following facts with you:

1.     I had cautioned you about the disastrous result of Ranchi High Court case well in advance. My premonition was as a result of studying your affidavits and all the replies you had filed subsequent to NVS’s rejoinders. Though we had numerous documents to support our cause which I was ready to share with you before the final hearing which would spell out the judgment unfortunately you could understand the sincerity and seriousness of my words and you had neglected my warnings. You were over-confident about winning the case. This was the cause for our failure.

2.     Though you had stated that you were authorized by AINVSA the court maintained in the verdict that the case was originally an individual one but it was claimed to be filed  by the Association(out of frustration and fear of  failure) . However to save the situation you had requested the staff all over India to file affidavits which itself was unwarranted. This duality was observed by the court as “The petitioner has unnecessarily without any such authorization (by AINVSA) taken upon himself as representative(of AINVSA) and impleaded all the employees of the Navodaya Vidyalaya Samiti as co-petitioners, although none of them has come forward on their own before this court”.
3.     You had changed the advocate just before the final verdict and hoped that the new advocate would bring us a sure win in the case. But the truth remained that the new advocate sensed our frustration and exploited us, hence the final result. The new advocate was sure that we were hell-bent to go to SC which would mean a hefty profit for him.

In this crucial juncture I would like to categorically state the following for your cooperation:
1.              Authorising you by AINVSA to file the case in SC seems to be absurd ( reread the court’s version) and inappropriate as it will convey the message that the Association is unable to file the case and  therefore it wants to authorise someone for the purpose. It will make the situation similar to Ranchi Case .I don’t want a repetition of Ranchi fiasco as it involves the life of about eighty thousand people. Therefore, the case will be filed by AINVSA(not by authorization) in which you will be a co-petitioner along with Sri.J K Singh, the General Secretary  and Sri.A K Gaur , the Working President.
2.  A committee consisting of experts in this matter has to be formed who will closely monitor the entire exercise. The affidavits will be filed only after the approval of such a committee. Assurances in Ranchi case were flimsy and I had warned that the affidavits were inadequate.
3.   All accounts will be considered from the date of forming the committee. We want complete transparency in this case and expenditure statement(in item-wise detail) should be circulated among all staff on monthly basis. The balance amount after Ranchi case has to be declared and accounted hereafter.
4.  I have hundreds of documents and representations to the Government, MPs and NVS. Such documents must be taken into consideration while filing the case. So blank assurance as in the Ranch case will not be prima facie accepted. We have to include all strong points.
5.  The SC case will not be in the nature of appeal on Ranchi case but it will be  a fresh case in the SC.
Kindly extend your support on the  issue as we cannot take chances as in Ranchi case Please  make necessary arrangements for a core committee meeting at New Delhi immediately with the cooperation and involvement of Sri.J K Singh.Please keep me informed.
