SCRAP M.O.D Duty --- a request to the Commissioner by AINVSA

In response to the letter F.No2-18/2011-NVS(SA.) dated 11th July, 2011 circulated by NVS HQ in its official website relating to role and functions of Master on Duty (M.O.D) in JNVs with the intention to enforce accountability on teachers we would like to bring the following facts to your kind attention:
The MOD duty was introduced in Navodaya Vidyalayas during the period when Vice-Principal posts were not constituted and also when most of the Navodaya Vidyalayas were functioning in temporary buildings with limited infrastructure. The practice has been continued since then even when regular Vice-Principal is posted in all Vidyalayas and almost all Navodaya Vidyalayas are functioning in permanent buildings with sufficient infrastructure.
The purpose of MOD has become redundant as there are two administrators, Principal and Vice Principal in each Vidyalaya to look after the functioning of the School. For all other administrative management, various committees such as M&R Committee, CCA Committee, Purchase Committee, Mess Committee, etc. are constituted with teaching staff as its members and that the system functions smoothily and effectively.
Hence the monitoring of the day to day activities of the Vidyalaya is a sole and whole responsibility of Principal and Vice Principal only and as such there is no need to impose their basic duties and responsibilities upon teachers who are otherwise burdened heavily with other academic and House related work. There is no justification what so ever to delegate the basic duties and responsibilities of Principal and Vice Principal to the Teachers. Also it has been a practice of Navodaya Vidyalaya Samiti to punish MOD of the day, if any untoward incident happens in the school. It has been used only as a tool to victimise a teacher in such cases over the years.
Hence it is requested that MOD duty system may henceforth be scrapped with immediate effect. AINVSA looks forward to a speedy action in this regard, failing which the teachers may be compelled to boycott MOD Duty from 1st August, 2011.

Sub: functions of Master on Duty – request to scrap MOD-reg

We are happy to note that Samiti is trying to streamline certain things which have not received their due attention in the last two decades – the drafting of rules for allotment of residential quarters being one of them. The latest is the circulation of the MOD duties and reports to bring ‘uniformity’ in the schools. In this the Samiti has rationalised the exploitation of teachers from morning 5.30 a.m. to evening 10.30p.m. nonstop! But at the end of the end day what matters most to it is report submitted by the MOD.
As usual Samiti thinks for staff and acts for them. It decides how much of extra work is to be extracted from them unilaterally as it is sure of the uncomplaining compliance and unreserved obedience of the staff. The teachers are dumb cows and their role is only to receive orders and silently implement them. An ‘elite management’ never does anything wrong.
The MOD was introduced over a decade ago. The purpose behind it was to assist the Principal and monitor certain sensitive areas for the effective running of the vidyalaya. In the absence of clear guidelines the defining of duties was left to the discretion of the Principals. In one school a single teacher was forced to perform MOD duties from Sunday to Saturday and in another school the teacher on MOD duty was to sumbit a 16 page report at the end of his duty. These are just only two examples of excesses committed by some over enthusiastic principals in the name of running the vidyalayas effectively. In all schools the teachers perform the MOD duties in addition to their regular teaching duties and other duties like HMs/AHMs, Class Teachers or incharges of various committees. In schools where Principals are least sympathetic to the personal life and freedom of teachers, the sincere performing of the MOD duties leaves the teachers dog-tired at the end of the day. As records matter the most to the administrators, in most schools the role of the MOD is relegated to submitting a report.
The Association is unable to comprehend the rationale behind engaging a teacher 17 hours non-stop. Even lady teachers are not exempted. Now teachers must skip classes to discharge the MOD duties as laid out in the circular. Whether the management wants the MOD to perform his teaching duties in addition to the MOD duties is not clear from the circular. As every teacher is likely to get the MOD work twice in a month, their academic work is likely to suffer. Besides, does Samiti expect a teacher who did 17 hours of work the previous day to perform his regular duties effectively on the following day? Does the Samiti expect the lady teachers also to be up and present on the grounds at 5.30 in the morning and go to bed only after 10.30 at night after taking the roll call of all houses? Are the teachers inexhaustible machines?

All the duties of the MOD are supervisory in nature. They oversee/monitor the work of all other staff – there is hardly any new job for them to do. The PT teachers, in fact, take attendance at the beginning of their morning and evening sessions. The morning assembly is conducted in the presence of teachers, vice-principal and principal. The breakfast and other meal time are supervised by the HMs/AHMs. The remedial classes/supervisory classes are conducted by the concerned teachers. The night roll call is taken by the HMs. The duty of the MOD is to oversee all these and ‘report’. The 6-page report hardly reflects the spirit behind the introduction of the MOD system. By reducing the teacher’s role to gathering the list of present and absent teachers and students at various places and various times house-wise/gender-wise, it has made the ‘true purpose’ behind the imposition of this duty on teachers very clear – i.e. to physically check the presence and absence of teachers and students on campus. By and large the MOD steps into the shoes of a non-existent assistant to the vice-principal and the principal. Thanks to the exemplary obedience of the Navodya staff and their clever handling by the management the coffers of the central government will remain safe.
The Samiti seems to put aside the primary functions of teachers as ‘running’ the vidyalyas has become its primary concern. The CCE introduced by the CBSE demands a lot of teachers’ attention to their work as most of them are not well-equipped to deal with the challenges and not trained enough. Against the middleclass background of teachers and a very ordinary training imparted to them before they join the profession, the holistic development of child has become a challenge now. The elite management shows its disregard for the CCE by still setting benchmarks for teachers and ordering them to meet the targets fixed, ignoring the difficulties of teachers who work in educationally backward areas. Comparisons are made and teachers are served memos for their ‘inability’. The need of the hour is to revamp the system, prepare the teachers to cope up with the challenges posed by the CCE, encourage honesty and show the world that learning is fun at Navodaya Vidyalayas and young Navodayans are a pride of the nation. Is the Samiti gearing itself to providing proper guidance and extending a helping hand to the schools in this direction? What is it that worries it the most?
Do we need one more supervisor over the staff who spend half their time on the campus only supervising? Doesn’t it shows the absence of trust and the failure of the system to nurture a culture where staff of all cadres perform the duties expected of them sincerely? Does this kind of supervision for record’s sake ensure efficiency and effective functioning of the school? Does this not provide a chance to a few insensible principals to overexploit the staff?
The staff of NVS have had enough. The Association requests the Samiti not to take the silent compliance of teachers for granted any more. It opposes any attempt to overburden the teachers further. Hence, it demands the dispensing of MOD system forthwith as the soundness of a structure does not depend on the growing number of supervisors.

The unwavering faith
The much awaited 5th conference of the All India Navodaya Vidyalaya Staff Association was organised on 24th April 2011 at the Mavlankar Auditorium. A special reception counter was arranged at the entrance to the Auditorium to receive the delegates, coming from the nooks and corners of India, and register their particulars. This historic conference recorded a participation of over 400 staff – teaching and non-teaching. The turning out of all cadres of staff for the Conference exhibits the unshaking faith they have reposed in the organisation and their resolution to carry on the struggle out of which it was born.

Shri P.K.Biju, Hon’ble Member of Parliament & Member, Standing Committee on HRD, Shri Vijendra Sharma, Former President, Delhi University Teachers’ Association, Shri Jagdish Rai, President, Shri L.B.Reddy, General Secretary, Shri S.S.Dora, Associate President, Shri P. Rajesh, Deputy General Secretary, Shri.Tilak Singh,Vice President, and other CEC members adorned the stage as the Inaugural Session began at 11 A.M.
Shri Jagdish Rai, President welcomed the Hon’ble Member of Parliament, Shri P.K.Biju, Shri Vijender Sharma and the delegates for the support extended by them to strengthen the Association by their participation. He lauded the efforts of the CEC members who had taken pains to ensure that delegates participated from all regions across the country in good number. He also enumerated the difficulties encountered and hoped that the Association would flourish by overcoming its shortcomings in the days to come and going all out to enrol more members from schools where there had been no Association so far.
Shri Biju, Hon’ble Member of Parliament from Kerala presented his inaugural speech to the delegates. He praised the Navodaya Vidyalaya scheme for nurturing rural talented children. He enlightened the delegates of the changes taking place in the educational front as a result of the government policies that are encouraging less government involvement and more private entrepreneurship. He explained how education is going to be more and more elitist as the middle classes and other downtrodden sections of the society will be deprived of the benefits of modern science and technology as private and foreign investment is being encouraged to open educational shops. He urged the participants to oppose these harmful trends as they are posing a threat to the right of the underprivileged for education. Later, the Hon’ble Member of Parliament launched the website of the Association, ainvsa.com, amidst thunderous applause of the delegates.


Dr Vijender Sharma warns of more threats to democratic organisations
Dr Vijender Sharma, Professor, Delhi University, appreciated the delegates for taking pains to attend the conference. He reminded the audience of the promises made by the former HRD Minister, late Shri Arjun Singh at the Tri-Region Conference, lamenting the fact that they have remained unfulfilled to this day. He urged the staff to oppose the reforms launched by the HRD Ministry to privatise education which is meant to loot the students and deprive the staff of their legitimate rights. He also explained how the reforms proposed are meeting stiff resistance from the democratic forums. He wanted to the staff to carry on the fight against the anti-employee policies with more zeal and unity.
The General Secretary’s Report
Shri L.B.Reddy, General Secretary, presented his report to the gathering. He highlighted the efforts taken by all the SECs to make arrangements for the Conference. He pointed out how the Association is still facing troubles as the vidyalaya units have not been functioning to the expectations. He urged the delegates to take the enrolment of membership seriously and strengthen the organisation by starting vidyalaya units in schools where there have been no units so far. He also enumerated the financial troubles faced the Association. He remarked that the Navodaya staff had to fight on their own to achieve their demands. They could seek the support of the like-minded people but they should not expect others to fight for their cause however genuine it is. He also enlightened the delegates of the writ petition filed in the Hon’ble High Court of Jharkhand by Shri. P N Mishra on behalf of the Association. The General Secretary did his best to explain that the struggle to achieve the CCS Pension and 10% Special Allowance could not deliver fruits overnight as a long battle had to be waged with renewed strength to shake the Central Government.
Resolutions and the Proposed Plan of Action approved
Shri P. Rajesh, General Secretary, Kerala State Executive Committee and Deputy General Secretary, SEC presented the resolution to be adapted by the Conference while Shri S S Dora, Associate President read out the plan of action proposed by the Association to pressurise the NVS for a solution to the staff demands.( for resolutions please browse website)

2. Memorandum to NVS and Government August- 2011
3. Mass Dharna in front of NVS IN SEPTEMBER -2011
4. 2 Days Work shop for activists of AINVSA during October vacation 2011
Participation of delegates in the discussion
The post-lunch session witnessed discussion of delegates on the report submitted by the General Secretary, the resolutions and the proposed plan of action.
All the delegates unanimously expressed the need to strengthen the Association at the grass root level. They also shared the concern and urged the other delegates to strengthen the Association with membership fee and properly accounting for it. The efforts of UP SEC were lauded by one and all. It was also urged to put on important circulars and representations on ainvsa.com. It was also felt by many that the Association had to fight for many other issues besides CCS Pension. The speakers also requested the participants to be wary of the people who cause rift among them by forming associations based on communities and cadres. Some of the members also felt the need to form a women’s wing of the Association. Shri Malay Pathak PET and President,Navodaya Staff Association announced the merger of their Association with AINVSA, which was cheered by one and all. Later the delegates approved the resolutions and the proposed plan of action unanimously by applauding and raising their hands.
The AINVSA wins more support
The post-lunch session dais was shared by Shri (1) Bhagath singh Dahiya, , retired Teacher , Shri (2) R.C.Dawas, Principal, Nigam Model School & others , conveyed their best wishes to the staff and extended support to the cause of the staff. The leaders have boosted the morale of the staff saying that they would freely provide hall and accommodation to staff free of cost whenever they convene a meeting in Delhi. Their Association would also extend its support to the Association by freely assisting its legal battle for Pension and other service matters. The delegates welcomed the friendly gestures with a big round of applause.
The dissolution of the CEC
After this, Shri L.B.Reddy, General Secretary requested the delegates to elect the new CEC members as their tenure had come to an end. He announced that the CEC which had functioned for the last three years stood dissolved. He requested Shri D.C.Dawas to act as the Election Officer and conduct the proceedings for electing the new CEC. Shri Jagdish Rai thanked the delegates for their whole-hearted support during their tenure. Shri D.C.Dawas thanked the gathering for the trust reposed in him by choosing him as the Election Officer and requested them to elect their representatives freely and fairly.
The formation of the new CEC and the conclusion of the Conference
Shri R.V.K.Rao, and all the delegates proposed the names of Shri Jagdish Rai and Shri L B Reddy as the President and General Secretary respectively. Then with the approval of the Election Officer, Shri .Jagdish Rai &Shri.L B Reddy have presented a list of new office bearers and it was approved by the delegates unanimously. As all the newly chosen office-bearers occupied the dias, Shri Jagdish Rai thanked the delegates for the trust evinced in him and he requested them to stand unitedly and strengthen the Association. He promised of working with more dedication and standing by them in hours of need. The Conference was wound up amidst slogans - Long live AINVSA! Long live the unity of teaching and non-teaching staff!!

The 5th National Conference held at NEW DELHI on 24.04.2011 adopted the following RES0LUTI0NS unanimously.

1. PENSION: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to seek to make CCS (pension) Rules 1972 of the Govt. of India applicable to all (Teaching & Non-Teaching) the employees of Navodaya Vidyalaya Samiti instead of CPF benefits from the date of regular appointment in the Samiti.

2. SANCTIONING OF 10% SPECIAL ALLOWANCE TO THE NON-TEACHING STAFF: The 5th National Conference of AINVSA resolved to demand the Government of India to grant 10% special allowance to non-teaching staff on a par with the teaching staff without delay with retrospective effect as the work load borne by the non-teaching staff in view of the residential nature of the schools is far heavier than their counterparts in Kendriya Vidyalaya Sangathan.

3. RECOGNITION OF AINVSA: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium resolved to demand the NVS New Delhi, to accord recognition to the AINVSA, as per RSA, Rules, 1993 of the Govt. of India, in view of fulfillment of the terms and conditions of the said Rules.

4. IMPLEMENTATION OF PARLIAMENTARY STANDING COMMITTEE REPORT: The 5th National Conference of AINV SA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities for implementation of recommendations of 154th parliamentary standing committee report on functioning of Navodaya Vidyalayas in toto.

5. IMPLEMENTATION OF Y.N.CHATURVEDI COMMITTEE REPORT: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand the implementation of the Y.N.Chathurvedi Committee Report in toto for the actualization of the Aims & Objectives of the Navodaya Vidyalaya Samiti.

6. DEFINING OF WORKING HOURS: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities for defining of working hours for all the categories of staff working at the Vidyalayas are over burdened with continuous duties ranging from 12 to 15 hours.

7. HIGHER PAY SCALES: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to seek higher pay scales to the staff of the Jawahar Navodaya Vidyalayas in view of more quantum of work turned out by the non-teaching staff compared to the traditional Day Schools, at the backdrop of the Residential & Co-educational and pace setting nature of these institutions and also the recommendations of VI central pay commission.

8. ENHANCEMENT OF H.Ms / A.H.Ms ALLOWANCE: The 5th National Conference of AINVSA held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand enhancement of allowances for discharging House Master / Associate House Master duties at the Vidyalayas as the present allowances were fixed way back in 1997-98 and also in view of the increased multifaceted activities / assignments caste on them, @ Rs.5000/-for House Masters and Rs.1000/- for Associate House Masters.

9. WEEKLY OFF TO ALL THE CAGTEGORIES OF STAFF: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand weekly off and public holidays to all categories of staff working at the Vidyalayas, for alleviating stress and strain which affects the performance abilities of the individuals. CCLs for working on Sundays / Public holidays have to be granted.

10. INTRODUCTION OF REGIONAL LANGUAGE AT +2 LEVEL: The 5th National Conference at New Delhi resolved to demand the NVS for the introduction of Regional Language at +2 level and consequent upon, sanction of 1 (one) PGT post for the Regional Languages at Vidyalayas, for strengthening the language skills and also to enable the students boost up their aggregate of marks at AISSCE and to inculcate a strong cultural component.

11. REGULARISATION OF DAILY WAGED WORKERS: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium resolved to demand Regularisation of Daily Waged Workers who have put up not less than 5 years of service at the Vidyalaya mess, in view of the inadequate sanction of Regular posts and also to ensure smooth running of the mess.

12. ESTABLISHMENT OF MORE No. of JNVs: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium resolved to demand the Govt. of India for sanction and establishment of more No. of JNVs in the country, for ensuring more no. of Rural Talented students receiving quality education.

13. STRESS-FREE ENVIRONMENT: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium resolved to exhort the NVS not to reduce JNVs to that of Result Oriented Institutions/Corporate Institutions/Tutorials etc. with respect to academics alone but to adhere to the noble cause of all-round development of the child as enshrined in the Aims and Objectives of the organization. Further resolved to ensure stress-free environment at the JNVs for “Mind to be led forward into ever-widening thought and action”.

14. 100% PROMOTION FOR INSERVICE EMPLOYEES: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium resolved to demand the NVS not to induct candidates on direct recruitment basis, where there is scope for promotion from among the incumbent employees, who fulfill the prescribed qualifications & experience in respect of all the sanctioned posts.

15. ENHANCEMENT OF ALLOWANCES WITH RESPECT TO JNVST: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium resolved to demand enhancement of allowance / honoraria for discharging additional duties like JNVST scrutiny of applications from the existing Re.1/- to Rs. 5/- and honorarium for discharging CLO/DLO duties @500/-per day.

16. EXTENDING FINANCIAL BENEFITS ON ACCOUNT OF SENIOR SCALE: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium resolved to extend financial benefits to the Teaching staff on account of grant of senior scales on par with ACP scheme for Non¬-Teaching Staff.

17. 5 day week for Vidyalaya office staff : The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium resolved to demand 5 day week for the office staff of JNVs on par with Central Govt. organizations and also at the backdrop of V and VI CPC recommondations.

18. HIGHER PAY SCALE FOR CATERING ASSTs: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium resolved to seek higher pay scales for Catering Assistants on par with staff nurse (Rs.5000-150-S000) in view of higher qualification than the staff nurse and also the load of work.

19. CONVERTING THE POST OF UDC AS ACCOUNTANT: The National Convention of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium resolved to demand the NVS authorities to convert the existing post of UDC at the JNVs as Accountant and enhance the pay scale to Rs.4500-150-S000, in view of heavy load of work turned out by UDCs.

20. PROMOTIONAL AVENUES FOR THE POST OF Office Supdt : The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand promotional avenues for the post of O.S .to the Section Officer instead of only L.D.E. channel presently available.

21. LIBRARY ASSISTANT: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities to appoint Library Assistant for the well maintenance of the Vidyalaya Library and take the load off the librarian.

22. ADDITIONAL POST OF LABORATARY ATTENDANT: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities for the grant of additional post of lab attendant, in view of heavy load of work as they have to single handedly maintain three / four laboratories and also to ensure more number of practical lessons to students for the appreciation of curriculum contents.

23. REDUCTION OF LENGTH OF SERVICE AS PGT FOR THE POST OF PRINCIPAL: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to appeal to the NVS authorities to reduce the length of service as PGT from 12 years to 8 years for the recruitment to the post of Principal, as followed in KVS and other organisations.

24. GRANT OF SPECIAL ALLOWANCE TO PRINCIPALS / VICE PRINCIPALS: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities for special allowance in lieu of teaching allowance paid earlier in respect of Principals @ Rs.5000/pm and @ Rs.2500/-pm for Vice Principals.

25. DRIVERS PAY SCALES: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities to review its present policy of senior scales to drivers of the Samiti and provide automatic up-gradation on completion of the prescribed length of service on par with other non-teaching staff of the Samiti.

26. SENIOR SCALE TO TEACHERS WITHOUT 21 DAYS TRAINING PROGRAMME: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities to grant senior scales to all the teaching staff on completion of the prescribed length of service without subjecting to attendance of 21 days training programme in respect of those categories of staff for whom no training programme was conducted at all.

27. TRANSPORTATION FACILITY FOR STAFF WARDS: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities for transportation facilities from the Vidyalaya site to the nearest school of requisite standard in respect of staff wards pursuing primary education up to V class.

28. CROSS PROMOTION FOR QUALIFIED CREATIVE TEACHERS: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities for the amendment of existing recruitment rules providing avenues for promotion of the qualified creative teachers as PGTs in respective subjects with the same analogy as that of group-D to LDCs.

29. APPOINTMENT OF GROUND MARKERS: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities to appoint Ground Markers for assisting the P.E.Ts at the Vidyalaya for the up keep and maintenance of play fields.

30. RENT FREE ACCOMMODATION FOR NON-TEACHING STAFF: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities for the provision of rent free accommodation for non-teaching staff on par with teaching staff at the Vidyalayas.

31. PROCESSED WATER: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities for the provision of processed mineral water to the students of all JNVs by installing mineral water plants to ensure good health of the students.

32. ART, MUSIC, SUPW ROOM: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities to provide one Art/Music/SUPW room in every Vidyalaya for unearthing the talents of the students in a more effective manner.

33. BUDGET FOR ART ACTIVITIES: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities to provide suitable funds as in case of Physical Education @ Rs.100/- per child for taking up art activities at the Vidyalayas.

34. ENHANCEMENT OF MESS CHARGESS: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities for enhancement of mess charges from Rs.650/- to Rs.1000/- per student per month in order to provide more nutritious diet.

35. PGT POST FOR P.E.Ts: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities for PGT post for P.E.Ts. as implemented in Andhra Pradesh Residential Schools under Delhi administration and Junior colleges of Andhra Pradesh.

36. HIGHER RATE OF SPECIAL ALLOWANCE FOR THE PRINCIPALS OF JNVs: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium, unanimously resolved to seek Special Allowance (Formerly, Teaching Allowance) not less than the rate of Increment in the Pay scale attached to the Post of Principal.

37. SANCTION OF COMPUTER PROFESSIONAL: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium, unanimously resolved to request NVS authorities to appoint a regular Computer Professional to impart Computer education to the students of Jawahar Navodaya Vidyalayas.

38. DISPLACEMENT OF SENIORMOST TRANSFER : The 5th All India Conference of AINVSA held at New Delhi unanimously opposes the transfer policy of the NVS and the proposal to displace seniormost teachers. It demands the NVS to fill the vacancies in the North-east and other hard station by direct recruitment. The staff who have completed the three year mandatory period may be posted against the existing clear vacancies only. The AINVSA demands for the preparation of a more scientific transfer policy giving due weightage to the concerns expressed by the stake holders.
39. STEPPING UP OF PAY : The association also resolved to demand the Samiti to step up the pay of senior TGTs with juniors in line with the Kendriya Vidyalaya Sangathan TGTs as they suffer monetary loss in the absence of recruitment in 2006 in all regions except the Shillong region.

40. SENIORITY SCALE : The teachers completing 12 year service in all the regions must be granted senior scale without delay. They should not be penalized for not completing the two mandatory 21-day programmes for no fault of theirs.

41. ACP TO NON-TEACHING STAFF: The non-teaching staff must be granted ACP prior to VI CPC without delay. All pending cases must be settled immediately.

42. RESTORATION OF 12DAYS CASUAL LEAVE: The Association also demands the samiti and the Government of India to restore the 12 day casual leave facility as the the Navodaya vidyalaya staff work on all days including Sundays and gazetted holidays.

43. RESTORATION OF 10 DAY EARNED LEAVE: The Association also resolved to demand the Government of India to restore the 10 day earned leave facility to teachers in addition to the half pay leave.

Respected Sir,
Sub: Revision of Transfer Policy – Regarding
Through this letter the Association would like to bring to your attention the much debated transfer policy with a request to postpone the proposal of displacing the senior most teachers and transferring them to the North-East and other difficult places.
The Association objects to the transfer move on the ground that the Samiti’s Transfer policy still requires changes as it still fails to distribute staff equitably across all regions. In spite of consuming enormous amount to prepare the draft transfer policy, the Samiti failed to deliver justice to the staff as it has not done enough exercise to prepare a foolproof policy. The 2009 draft policy can do little to remove the maladies which have already taken deep roots. We would like to enlist a few here:
1. It is not clear about transferring staff regularly and prepare them mentally to accept changes which are made for an efficient functioning of the samiti.
2. It seems to encourage staff to take mutual transfers and spare the Samiti the trouble of financial drain.
3. It fails to identify the fact that the staff working in vidyalayas which are in remote areas need special attention and should be transferred out. Some of the vidyalayas located on the mainland are as tough as working in the hard stations and the north-east region.
4. It does not also make it clear what it is going to do with the staff who have been working in some vidyalayas for decades.
5. It has given a wrong impression that staff can continue to work in their present place of work as long as they are in the good books of the administration.
6. The inaction of the Samiti in transfer matters has led to such stagnation that more than half the staff from each vidyalaya must undergo transfer if the policy is implemented strictly. The actual figure of the employees and the amount of expenditure that Samiti must incur in the event of their transfer would be stunning.
We request the Samti to consider the following positively to alleviate the fears of the staff and spread an atmosphere of good will among them.
1. The senior most staff should be exempted from the mandatory transfer to North-East and other hard places as they worked under testing and trying conditions when the organization was in its infancy and contributed enormously to elevate the status of the organization.

2. The teachers who are 40, not 50, should be exempted from transfer to North-East as is done in the Kendriya Vidyalaya Sangathan.
3. All freshly recruited staff should be posted initially in the North-east for a period of 3-2 years.
4. The 10-year bond period of some of the teachers working in the North-East and hard places should be reduced to 6-5 years.
5. The NVS should revise its draft transfer policy along the lines of Kendriya Vidyalaya Sangathan. The point system followed by the KVS is more rational and may be considered by NVS.
6. The NVS should start its work from the scratch keeping in mind the difficulties faced by teachers working in remote areas where they face problems like transportation, water shortage, load shedding, education of their children, medical facilities, etc. It should give due weightage to staff working in such conditions. The teachers who have been working in regions other than their native regions should be given due weightage.
7. The contemplated displacement of Principals of various Regions to North East and displacement should be withdrawn.
8. The staff who have completed the three years mandatory period may be posted against clear vacancies only.
The Association is opposed to the draft transfer policy 2009 and the North-East transfer policy as it is vague and fails to devise a mechanism which runs impartially irrespective of whoever there at the helm of affairs. Displacement clause should be deleted in the scheduled Transfers counseling to be held at JNV,Ratiabad in the month of May,2011. It appeals to your kind self once again to give consideration to the feelings and suggestions of the staff every time it prepares its transfer or any other major policy by extending them a platform as its decisions and policies affect thousands of staff working at the ground level. Justice should not only be done but seem to be done.

A TRIBUTE TO THE PASSED AWAY KIDS of PUNE REGION

You may be aware that there were two death incidents recently of students belonging to Pune Region. A girl committed sucide reportedly in the bathroom of the dormitory at JNV Kodinar(Junagadh) in Gujarat on 13th of March. While another boy student --a migration-student from JNV Dumra(Kutch)--was drowned too, within a week, at JNV Rajasmand . AINVSA Pune Region greatly mourns and laments over their demise. May the ALMIGHTY GOD give their parents, near and dear ones the strength to bear the great loss. AINVSA Pune Region (REC) and AINVSA CEC are with them and the staff of JNV Junagadh and JNV Kutch at this hour of grief.

The working hours allocated to the teaching staff in Navodaya Vidyalayas are such that very little time is left to the staff to attend to their own sons and daughters let alone the wards of their respective houses. Children are very sensitive during their adolescence period. Individual attention should be given to them to cater to their emotional and psychological needs.We should not stake the lives of these innocent kids for want of a few bucks such as 800 Rs as allowance, or our own jobs for that matter. We should invariably and uncategorically renounce HouseMaster ship task., and urge the Samiti to give these tasks to Warden and House Attendants directly recruited with this sole purpose. Pschological Counsellors should be deputed to assist these Wardens and Matrons..

The NVS officers directly alleges the H.M s accountable , even though they have done their jobs sincerely. The teacher may be a good teacher and an H.M ,but is suspended and attached/transferred.…,or even terminated if such untoward happenings occur in any Vidyalaya., whatsoever may be the cause. This may transpire to you ,too , for perhaps no fault of yours, in the days to come. We should not wait for our chance to come , but raise our cudgel and ask Warden and Matron regular posts in Navodaya Vidyalayas , instead of just miserly aspiring for enhancement of allowance.—for the Safety and Security of these innocent kids.

AINVSA Pune Region (R.E.C) take this unfortunate moment to raise a petition on line through the masses—staff of Navodaya Vidyalayas throughout the country for the demand of permanent/regular posts of Warden and Matrons in Navodaya Vidyalayas, to avoid the occurrence of such tragic incidents and review the Safety and Security measures in the true sense of the word.

T.P.MANI's CIRCULARs

CIRCULAR

This is to bring to the notice all members of all legally registered Staff Associations
under Navodaya Vidyalaya Samiti that All India Navodaya Vidyalaya Staff
Association (AINVSA) is a registered Staff Association with Reg No K 492/94.The place
and address of registration is Girija Nilayam, Vadavathoor.PO. Kottayam, Kerala.

Presently the President and Gen.Secretary of AINVSA are Sri.T P Mani and
Sri.J K Singh respectively. It has come to our notice that Sri.L B Reddy and Sri Jagdeesh
posing as the Gen Secretary and President are conducting meetings under the banner of
AINVSA with the same register number and enrolling members to the ‘association’.

In this connection, I would like to state in emphatic and unambiguous terms that the
afore- mentioned activities of Sri.L B Reddy and Sri Jagdeesh Rai are illegal and can
attract legal proceedings. More over, any person who becomes a member of such
association is at fault for similar offence.
Hence I would like to caution every member of the staff of NVS that they may please
refrain from attending such illegal meetings or becoming members of such duplicate
association.
It is also brought to the notice of all that the JAC meeting to held at Chandigarh is not
genuine as it has not been called with the knowledge of the associations who worked
together before 1st February 2010
.
Since the proposed meeting is called by those who derailed the indefinite strike proposed
to be held on February1,2010 and completely shattered our hope for such an important
and life saving issue as introduction of Pension scheme we would like to caution all
members that if they are continued to proceed we may again meet with peril.The under
current of the activities held in the month of January 2010 was a frightening and
shameless drama that that ditched 60,000 or so lives of the innocent staff and their family
members.Hence AINVSA does not have any share in this blood.
Sri,L B Reddy was never interested in constituting JAC or a strike.He was opposed to
all such activities.He was of the opinion that the time was not ripe for a strike and that we
would have to face terrible consequences if went on strike on 1st February,2010.He
asserted this view in all the JAC meetings and vehemently criticized any move for
strike.In the last meeting held at Pune before the proposed strike,too,he took a similar
view.The real reason behind the assertion was that he did not want the credit of expected
thumping success of the indefinite strike to be shared by JAC,rather wanted to have it all
alone.Therefore he tried to mercilessly kill the movement.

On account of the above facts I would like to caution all the innocent and committed staff
members of NVS who are desirous to get Pension Scheme implemented not to be
deceived by such people who responsible for split of staff into teaching and non-teaching
and spoiling of prospects for recognition of AINVSA by uncanny brinkmanship.

MINUTES OF THE CEC MEETING

The Central Executive Committee Meeting of All India Navodaya Vidyalaya
Staff Association(AINVSA) was held at JNV Hoshangabad, Madhya Pradesh
on 10th October,2010.The meeting began at 10 am with the welcome address by
Ms.K P Mary Jt.Secretary.The meeting was presided over by Sri.T P Mani, National
President. Sri.Rajan K M gave a brief report on the activities of 2009-10.

A thorough discussion of various issues concerning the staff and the reasons that
brought about the call off of the indefinite strike proposed to begin on
1st February,2010 was done.

The following resolutions have been taken unanimously .
1. National Convention and Strengthening of AINVSA : It has been resolved that all Vidyalaya Units are to be reconstituted and the state committees to be formed by organizing State Conventions on or before 28th November so that the CEC Meeting can be held on 5th December,2010. in Goa to decide the venue and date for National Convention .The state committees must be formed by proper nomination from the Units as per the bye laws.
2. Raising Membership for AINVSA and Achieving Recognition : Since all members gave paramount importance to getting recognition for AINVSA it has been decided to collect membership of all staff of all Units in prescribed format and send to the President for further processing and forward submission. State Coordinators will carry out the work.
3. Addressing Pressing Day-to-day Issues : It has been resolved by all present that the issues plaguing Vidyalaya staff must be given due weightage so that the staff can live in peace and dignity. The following issues will be taken up immediately :
a. Streamlining the rules and regulations in all Vidyalayas to avoid imposing the whims and caprices of Principals in order to resist human rights violations and denial of civil liberties.
b. Demand 12 days CL as the staff work on 7 days per week
c. Appointment of wardens for boys hostel and permanent post of matron for girls.
d. Reinstating EL instead of HPL
4. Pension : Issues and Movements : It has been resolved that since filing a court case would bring about a stalemate in the pursuance of Pension a political solution and hard struggle through protests would be considered.
5. Strategies of Protests for Achieving Pension : Since efforts to build up pressure and enhance motivation among staff to prepare them for a massive strike in case the govt does not relent in regard of pension matter it has been decided to : boycott Sunday and holiday duties
a. boycotting MOD duties (if compensatory off or special casual Leave not granted as per the assurance given by Mr.Alok Verma ,Jt.Commissioner,NVS)
b. Scrutiny of the JNVST applications will be done without affixing signatures of teachers.Meeting to be held by every unit to declare the protest
c. Refraining from all other duties relating to JNVST by all staff

6. Reorganisation of JAC : In the wake of the call off of the indefinite strike and the
inaction of JAC it has been resolved to make a clarion call to all the registered
associations of employees under NVS to clarify their position in working together in
achieving the hitherto unmet goals.
7. Meeting with Sonia Gandhi : A delegation of select ladies members under AINVSA
will meet Mrs Sonia Gandhi in order to bring her intervention in the matter and early
action for implementation of CCS Pension 1972.Mrs.Indira Singh is entrusted with
arrangement for appointment etc.
8. Other Issues : It has been resolved to demand 3 lab attendants for every Vidyalaya,
expedition of granting of Senior Scale in pending cases, granting of Nursing Allowance
to staff Nurses, expedition of upgradation of Group D to Group C as per VI Pay
Commission Recommendation and as per the verdict of Hon’ble CAT and adoption of
Inter-Regional Transfer for all Categories of Staff so as to facilitate improve their life.
9. Patron for AINVSA : It has been unanimously decided that a suitable politician from a national political party will be approached to act as the Patron for AINVSA who can represent our issues and resolve our problems at government level.
8. Circulars in Vernacular :In keeping with the difficulty faced by staff other than teachers in reading and comprehending the matters contained in the circulars issued by CEC it has been decided that the circulars issued by CEC will be translated to vernacular language by the state coordinators or persons assigned for the purpose and circulate on behalf of CEC under the intimation to State Executive members.

Sir/Madam,
The issue of introduction of pension is not something that can be easily given up by a feeble jolt because it is our legitimate right as per the CCS Rules. It is also a requirement as a corruption preventive measure or to be more precise as a measure to proceed against a government employee after retirement as if he is in service. The reluctance of NVS to introduce the CCS pension rules even after reminders after reminders from the Chief Vigilance Officer is, indubitably, to open up pastures for corruption and let the tainted officers go scot free after retirement. But the injustice done to 60,000 innocent souls by NVS is inexcusable and unpardonable.
Though the JAC had done a tremendous lot of work last year to bring the staff to embark on the path of agitation, we were finally taken for a ride by NVS and the govt. The call off of the strike has caused a great deal of damage to the confidence of the staff. However we cannot go to dormancy and curse our fate. Hence we have to rejuvenate our activities and fight teeth and nail to achieve CCS Pension because without a source of income in the form of pension our lives will be completely shattered and wrecked to extreme wretchedness. We should not allow apathetic administration to do that to us.
Now that,Sri.V L Balasusubramanian and Sri.R S Nayak have retired from service we hope that a new committee will be constituted by AIJNVPF and join us to proceed with added vigour and enthusiasm.
All India Navodaya Vidyalaya Staff Association look forward to all registered ad genuine staff association to join us to form a new JAC and draw a new road map for our agitation activities. Our bitter experience last year has taught us to identify the wolves in sheep’s clothing. AINVA does not practice political jingoism, brinkmanship, internecine warfare, ditching and digging. We mean what we say. However we could realize that there were people in the ship who wrecked from within and caused it to sink. Hence we have taken a unanimous decision in our CEC meeting that AINVSA shall not work with fraudulent associations. An ‘association’ is existing at present under our banner and register number. AINVSA was registered in, Kollam Kerala with register number……. If any one claims the same register number and banner it is a punishable offence and we will be forced to proceed with litigation against so called association. We are in possession of all relevant documents to support our claims.This is why we do not want to include fraudulent ‘association’(if it is right to be called so)with the JAC as it may finally stab in the back and treacherously indulge in deceit and nasty skullduggery
