The unwavering faith
The much awaited 5th conference of the All India Navodaya Vidyalaya Staff Association was organised on 24th April 2011 at the Mavlankar Auditorium. A special reception counter was arranged at the entrance to the Auditorium to receive the delegates, coming from the nooks and corners of India, and register their particulars. This historic conference recorded a participation of over 400 staff – teaching and non-teaching. The turning out of all cadres of staff for the Conference exhibits the unshaking faith they have reposed in the organisation and their resolution to carry on the struggle out of which it was born.

Shri P.K.Biju, Hon’ble Member of Parliament & Member, Standing Committee on HRD, Shri Vijendra Sharma, Former President, Delhi University Teachers’ Association, Shri Jagdish Rai, President, Shri L.B.Reddy, General Secretary, Shri S.S.Dora, Associate President, Shri P. Rajesh, Deputy General Secretary, Shri.Tilak Singh,Vice President, and other CEC members adorned the stage as the Inaugural Session began at 11 A.M.
Shri Jagdish Rai, President welcomed the Hon’ble Member of Parliament, Shri P.K.Biju, Shri Vijender Sharma and the delegates for the support extended by them to strengthen the Association by their participation. He lauded the efforts of the CEC members who had taken pains to ensure that delegates participated from all regions across the country in good number. He also enumerated the difficulties encountered and hoped that the Association would flourish by overcoming its shortcomings in the days to come and going all out to enrol more members from schools where there had been no Association so far.
Shri Biju, Hon’ble Member of Parliament from Kerala presented his inaugural speech to the delegates. He praised the Navodaya Vidyalaya scheme for nurturing rural talented children. He enlightened the delegates of the changes taking place in the educational front as a result of the government policies that are encouraging less government involvement and more private entrepreneurship. He explained how education is going to be more and more elitist as the middle classes and other downtrodden sections of the society will be deprived of the benefits of modern science and technology as private and foreign investment is being encouraged to open educational shops. He urged the participants to oppose these harmful trends as they are posing a threat to the right of the underprivileged for education. Later, the Hon’ble Member of Parliament launched the website of the Association, ainvsa.com, amidst thunderous applause of the delegates.


Dr Vijender Sharma warns of more threats to democratic organisations
Dr Vijender Sharma, Professor, Delhi University, appreciated the delegates for taking pains to attend the conference. He reminded the audience of the promises made by the former HRD Minister, late Shri Arjun Singh at the Tri-Region Conference, lamenting the fact that they have remained unfulfilled to this day. He urged the staff to oppose the reforms launched by the HRD Ministry to privatise education which is meant to loot the students and deprive the staff of their legitimate rights. He also explained how the reforms proposed are meeting stiff resistance from the democratic forums. He wanted to the staff to carry on the fight against the anti-employee policies with more zeal and unity.
The General Secretary’s Report
Shri L.B.Reddy, General Secretary, presented his report to the gathering. He highlighted the efforts taken by all the SECs to make arrangements for the Conference. He pointed out how the Association is still facing troubles as the vidyalaya units have not been functioning to the expectations. He urged the delegates to take the enrolment of membership seriously and strengthen the organisation by starting vidyalaya units in schools where there have been no units so far. He also enumerated the financial troubles faced the Association. He remarked that the Navodaya staff had to fight on their own to achieve their demands. They could seek the support of the like-minded people but they should not expect others to fight for their cause however genuine it is. He also enlightened the delegates of the writ petition filed in the Hon’ble High Court of Jharkhand by Shri. P N Mishra on behalf of the Association. The General Secretary did his best to explain that the struggle to achieve the CCS Pension and 10% Special Allowance could not deliver fruits overnight as a long battle had to be waged with renewed strength to shake the Central Government.
Resolutions and the Proposed Plan of Action approved
Shri P. Rajesh, General Secretary, Kerala State Executive Committee and Deputy General Secretary, SEC presented the resolution to be adapted by the Conference while Shri S S Dora, Associate President read out the plan of action proposed by the Association to pressurise the NVS for a solution to the staff demands.( for resolutions please browse website)

3. Mass Dharna in front of NVS IN SEPTEMBER -2011
4. 2 Days Work shop for activists of AINVSA during October vacation 2011
Participation of delegates in the discussion
The post-lunch session witnessed discussion of delegates on the report submitted by the General Secretary, the resolutions and the proposed plan of action.
All the delegates unanimously expressed the need to strengthen the Association at the grass root level. They also shared the concern and urged the other delegates to strengthen the Association with membership fee and properly accounting for it. The efforts of UP SEC were lauded by one and all. It was also urged to put on important circulars and representations on ainvsa.com. It was also felt by many that the Association had to fight for many other issues besides CCS Pension. The speakers also requested the participants to be wary of the people who cause rift among them by forming associations based on communities and cadres. Some of the members also felt the need to form a women’s wing of the Association. Shri Malay Pathak PET and President,Navodaya Staff Association announced the merger of their Association with AINVSA, which was cheered by one and all. Later the delegates approved the resolutions and the proposed plan of action unanimously by applauding and raising their hands.
The AINVSA wins more support
The post-lunch session dais was shared by Shri (1) Bhagath singh Dahiya, , retired Teacher , Shri (2) R.C.Dawas, Principal, Nigam Model School & others , conveyed their best wishes to the staff and extended support to the cause of the staff. The leaders have boosted the morale of the staff saying that they would freely provide hall and accommodation to staff free of cost whenever they convene a meeting in Delhi. Their Association would also extend its support to the Association by freely assisting its legal battle for Pension and other service matters. The delegates welcomed the friendly gestures with a big round of applause.
The dissolution of the CEC
After this, Shri L.B.Reddy, General Secretary requested the delegates to elect the new CEC members as their tenure had come to an end. He announced that the CEC which had functioned for the last three years stood dissolved. He requested Shri D.C.Dawas to act as the Election Officer and conduct the proceedings for electing the new CEC. Shri Jagdish Rai thanked the delegates for their whole-hearted support during their tenure. Shri D.C.Dawas thanked the gathering for the trust reposed in him by choosing him as the Election Officer and requested them to elect their representatives freely and fairly.
The formation of the new CEC and the conclusion of the Conference
Shri R.V.K.Rao, and all the delegates proposed the names of Shri Jagdish Rai and Shri L B Reddy as the President and General Secretary respectively. Then with the approval of the Election Officer, Shri .Jagdish Rai &Shri.L B Reddy have presented a list of new office bearers and it was approved by the delegates unanimously. As all the newly chosen office-bearers occupied the dias, Shri Jagdish Rai thanked the delegates for the trust evinced in him and he requested them to stand unitedly and strengthen the Association. He promised of working with more dedication and standing by them in hours of need. The Conference was wound up amidst slogans - Long live AINVSA! Long live the unity of teaching and non-teaching staff!!

The 5th National Conference held at NEW DELHI on 24.04.2011 adopted the following RES0LUTI0NS unanimously.

1. PENSION: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to seek to make CCS (pension) Rules 1972 of the Govt. of India applicable to all (Teaching & Non-Teaching) the employees of Navodaya Vidyalaya Samiti instead of CPF benefits from the date of regular appointment in the Samiti.

2. SANCTIONING OF 10% SPECIAL ALLOWANCE TO THE NON-TEACHING STAFF: The 5th National Conference of AINVSA resolved to demand the Government of India to grant 10% special allowance to non-teaching staff on a par with the teaching staff without delay with retrospective effect as the work load borne by the non-teaching staff in view of the residential nature of the schools is far heavier than their counterparts in Kendriya Vidyalaya Sangathan.

3. RECOGNITION OF AINVSA: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium resolved to demand the NVS New Delhi, to accord recognition to the AINVSA, as per RSA, Rules, 1993 of the Govt. of India, in view of fulfillment of the terms and conditions of the said Rules.

4. IMPLEMENTATION OF PARLIAMENTARY STANDING COMMITTEE REPORT: The 5th National Conference of AINV SA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities for implementation of recommendations of 154th parliamentary standing committee report on functioning of Navodaya Vidyalayas in toto.

5. IMPLEMENTATION OF Y.N.CHATURVEDI COMMITTEE REPORT: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand the implementation of the Y.N.Chathurvedi Committee Report in toto for the actualization of the Aims & Objectives of the Navodaya Vidyalaya Samiti.

6. DEFINING OF WORKING HOURS: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities for defining of working hours for all the categories of staff working at the Vidyalayas are over burdened with continuous duties ranging from 12 to 15 hours.

7. HIGHER PAY SCALES: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to seek higher pay scales to the staff of the Jawahar Navodaya Vidyalayas in view of more quantum of work turned out by the non-teaching staff compared to the traditional Day Schools, at the backdrop of the Residential & Co-educational and pace setting nature of these institutions and also the recommendations of VI central pay commission.

8. ENHANCEMENT OF H.Ms / A.H.Ms ALLOWANCE: The 5th National Conference of AINVSA held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand enhancement of allowances for discharging House Master / Associate House Master duties at the Vidyalayas as the present allowances were fixed way back in 1997-98 and also in view of the increased multifaceted activities / assignments caste on them, @ Rs.5000/-for House Masters and Rs.1000/- for Associate House Masters.

9. WEEKLY OFF TO ALL THE CAGTEGORIES OF STAFF: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand weekly off and public holidays to all categories of staff working at the Vidyalayas, for alleviating stress and strain which affects the performance abilities of the individuals. CCLs for working on Sundays / Public holidays have to be granted.

10. INTRODUCTION OF REGIONAL LANGUAGE AT +2 LEVEL: The 5th National Conference at New Delhi resolved to demand the NVS for the introduction of Regional Language at +2 level and consequent upon, sanction of 1 (one) PGT post for the Regional Languages at Vidyalayas, for strengthening the language skills and also to enable the students boost up their aggregate of marks at AISSCE and to inculcate a strong cultural component.

11. REGULARISATION OF DAILY WAGED WORKERS: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium resolved to demand Regularisation of Daily Waged Workers who have put up not less than 5 years of service at the Vidyalaya mess, in view of the inadequate sanction of Regular posts and also to ensure smooth running of the mess.

12. ESTABLISHMENT OF MORE No. of JNVs: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium resolved to demand the Govt. of India for sanction and establishment of more No. of JNVs in the country, for ensuring more no. of Rural Talented students receiving quality education.

13. STRESS-FREE ENVIRONMENT: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium resolved to exhort the NVS not to reduce JNVs to that of Result Oriented Institutions/Corporate Institutions/Tutorials etc. with respect to academics alone but to adhere to the noble cause of all-round development of the child as enshrined in the Aims and Objectives of the organization. Further resolved to ensure stress-free environment at the JNVs for “Mind to be led forward into ever-widening thought and action”.

14. 100% PROMOTION FOR INSERVICE EMPLOYEES: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium resolved to demand the NVS not to induct candidates on direct recruitment basis, where there is scope for promotion from among the incumbent employees, who fulfill the prescribed qualifications & experience in respect of all the sanctioned posts.

15. ENHANCEMENT OF ALLOWANCES WITH RESPECT TO JNVST: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium resolved to demand enhancement of allowance / honoraria for discharging additional duties like JNVST scrutiny of applications from the existing Re.1/- to Rs. 5/- and honorarium for discharging CLO/DLO duties @500/-per day.

16. EXTENDING FINANCIAL BENEFITS ON ACCOUNT OF SENIOR SCALE: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium resolved to extend financial benefits to the Teaching staff on account of grant of senior scales on par with ACP scheme for Non¬-Teaching Staff.

17. 5 day week for Vidyalaya office staff : The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium resolved to demand 5 day week for the office staff of JNVs on par with Central Govt. organizations and also at the backdrop of V and VI CPC recommondations.

18. HIGHER PAY SCALE FOR CATERING ASSTs: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium resolved to seek higher pay scales for Catering Assistants on par with staff nurse (Rs.5000-150-S000) in view of higher qualification than the staff nurse and also the load of work.

19. CONVERTING THE POST OF UDC AS ACCOUNTANT: The National Convention of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium resolved to demand the NVS authorities to convert the existing post of UDC at the JNVs as Accountant and enhance the pay scale to Rs.4500-150-S000, in view of heavy load of work turned out by UDCs.

20. PROMOTIONAL AVENUES FOR THE POST OF Office Supdt : The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand promotional avenues for the post of O.S .to the Section Officer instead of only L.D.E. channel presently available.

21. LIBRARY ASSISTANT: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities to appoint Library Assistant for the well maintenance of the Vidyalaya Library and take the load off the librarian.

22. ADDITIONAL POST OF LABORATARY ATTENDANT: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities for the grant of additional post of lab attendant, in view of heavy load of work as they have to single handedly maintain three / four laboratories and also to ensure more number of practical lessons to students for the appreciation of curriculum contents.

23. REDUCTION OF LENGTH OF SERVICE AS PGT FOR THE POST OF PRINCIPAL: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to appeal to the NVS authorities to reduce the length of service as PGT from 12 years to 8 years for the recruitment to the post of Principal, as followed in KVS and other organisations.

24. GRANT OF SPECIAL ALLOWANCE TO PRINCIPALS / VICE PRINCIPALS: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities for special allowance in lieu of teaching allowance paid earlier in respect of Principals @ Rs.5000/pm and @ Rs.2500/-pm for Vice Principals.

25. DRIVERS PAY SCALES: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities to review its present policy of senior scales to drivers of the Samiti and provide automatic up-gradation on completion of the prescribed length of service on par with other non-teaching staff of the Samiti.

26. SENIOR SCALE TO TEACHERS WITHOUT 21 DAYS TRAINING PROGRAMME: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities to grant senior scales to all the teaching staff on completion of the prescribed length of service without subjecting to attendance of 21 days training programme in respect of those categories of staff for whom no training programme was conducted at all.

27. TRANSPORTATION FACILITY FOR STAFF WARDS: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities for transportation facilities from the Vidyalaya site to the nearest school of requisite standard in respect of staff wards pursuing primary education up to V class.

28. CROSS PROMOTION FOR QUALIFIED CREATIVE TEACHERS: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities for the amendment of existing recruitment rules providing avenues for promotion of the qualified creative teachers as PGTs in respective subjects with the same analogy as that of group-D to LDCs.

29. APPOINTMENT OF GROUND MARKERS: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities to appoint Ground Markers for assisting the P.E.Ts at the Vidyalaya for the up keep and maintenance of play fields.

30. RENT FREE ACCOMMODATION FOR NON-TEACHING STAFF: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities for the provision of rent free accommodation for non-teaching staff on par with teaching staff at the Vidyalayas.

31. PROCESSED WATER: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities for the provision of processed mineral water to the students of all JNVs by installing mineral water plants to ensure good health of the students.

32. ART, MUSIC, SUPW ROOM: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities to provide one Art/Music/SUPW room in every Vidyalaya for unearthing the talents of the students in a more effective manner.

33. BUDGET FOR ART ACTIVITIES: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities to provide suitable funds as in case of Physical Education @ Rs.100/- per child for taking up art activities at the Vidyalayas.

34. ENHANCEMENT OF MESS CHARGESS: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities for enhancement of mess charges from Rs.650/- to Rs.1000/- per student per month in order to provide more nutritious diet.

35. PGT POST FOR P.E.Ts: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium unanimously resolved to demand NVS authorities for PGT post for P.E.Ts. as implemented in Andhra Pradesh Residential Schools under Delhi administration and Junior colleges of Andhra Pradesh.

36. HIGHER RATE OF SPECIAL ALLOWANCE FOR THE PRINCIPALS OF JNVs: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium, unanimously resolved to seek Special Allowance (Formerly, Teaching Allowance) not less than the rate of Increment in the Pay scale attached to the Post of Principal.

37. SANCTION OF COMPUTER PROFESSIONAL: The 5th National Conference of AINVSA, held at New Delhi on 24.04.2011, Mavlanker Auditorium, unanimously resolved to request NVS authorities to appoint a regular Computer Professional to impart Computer education to the students of Jawahar Navodaya Vidyalayas.

38. DISPLACEMENT OF SENIORMOST TRANSFER : The 5th All India Conference of AINVSA held at New Delhi unanimously opposes the transfer policy of the NVS and the proposal to displace seniormost teachers. It demands the NVS to fill the vacancies in the North-east and other hard station by direct recruitment. The staff who have completed the three year mandatory period may be posted against the existing clear vacancies only. The AINVSA demands for the preparation of a more scientific transfer policy giving due weightage to the concerns expressed by the stake holders.
39. STEPPING UP OF PAY : The association also resolved to demand the Samiti to step up the pay of senior TGTs with juniors in line with the Kendriya Vidyalaya Sangathan TGTs as they suffer monetary loss in the absence of recruitment in 2006 in all regions except the Shillong region.

40. SENIORITY SCALE : The teachers completing 12 year service in all the regions must be granted senior scale without delay. They should not be penalized for not completing the two mandatory 21-day programmes for no fault of theirs.

41. ACP TO NON-TEACHING STAFF: The non-teaching staff must be granted ACP prior to VI CPC without delay. All pending cases must be settled immediately.

42. RESTORATION OF 12DAYS CASUAL LEAVE: The Association also demands the samiti and the Government of India to restore the 12 day casual leave facility as the the Navodaya vidyalaya staff work on all days including Sundays and gazetted holidays.

43. RESTORATION OF 10 DAY EARNED LEAVE: The Association also resolved to demand the Government of India to restore the 10 day earned leave facility to teachers in addition to the half pay leave.

Respected Sir,
Sub: Revision of Transfer Policy – Regarding
Through this letter the Association would like to bring to your attention the much debated transfer policy with a request to postpone the proposal of displacing the senior most teachers and transferring them to the North-East and other difficult places.
The Association objects to the transfer move on the ground that the Samiti’s Transfer policy still requires changes as it still fails to distribute staff equitably across all regions. In spite of consuming enormous amount to prepare the draft transfer policy, the Samiti failed to deliver justice to the staff as it has not done enough exercise to prepare a foolproof policy. The 2009 draft policy can do little to remove the maladies which have already taken deep roots. We would like to enlist a few here:
1. It is not clear about transferring staff regularly and prepare them mentally to accept changes which are made for an efficient functioning of the samiti.
2. It seems to encourage staff to take mutual transfers and spare the Samiti the trouble of financial drain.
3. It fails to identify the fact that the staff working in vidyalayas which are in remote areas need special attention and should be transferred out. Some of the vidyalayas located on the mainland are as tough as working in the hard stations and the north-east region.
4. It does not also make it clear what it is going to do with the staff who have been working in some vidyalayas for decades.
5. It has given a wrong impression that staff can continue to work in their present place of work as long as they are in the good books of the administration.
6. The inaction of the Samiti in transfer matters has led to such stagnation that more than half the staff from each vidyalaya must undergo transfer if the policy is implemented strictly. The actual figure of the employees and the amount of expenditure that Samiti must incur in the event of their transfer would be stunning.
We request the Samti to consider the following positively to alleviate the fears of the staff and spread an atmosphere of good will among them.
1. The senior most staff should be exempted from the mandatory transfer to North-East and other hard places as they worked under testing and trying conditions when the organization was in its infancy and contributed enormously to elevate the status of the organization.

2. The teachers who are 40, not 50, should be exempted from transfer to North-East as is done in the Kendriya Vidyalaya Sangathan.
3. All freshly recruited staff should be posted initially in the North-east for a period of 3-2 years.
4. The 10-year bond period of some of the teachers working in the North-East and hard places should be reduced to 6-5 years.
5. The NVS should revise its draft transfer policy along the lines of Kendriya Vidyalaya Sangathan. The point system followed by the KVS is more rational and may be considered by NVS.
6. The NVS should start its work from the scratch keeping in mind the difficulties faced by teachers working in remote areas where they face problems like transportation, water shortage, load shedding, education of their children, medical facilities, etc. It should give due weightage to staff working in such conditions. The teachers who have been working in regions other than their native regions should be given due weightage.
7. The contemplated displacement of Principals of various Regions to North East and displacement should be withdrawn.
8. The staff who have completed the three years mandatory period may be posted against clear vacancies only.
The Association is opposed to the draft transfer policy 2009 and the North-East transfer policy as it is vague and fails to devise a mechanism which runs impartially irrespective of whoever there at the helm of affairs. Displacement clause should be deleted in the scheduled Transfers counseling to be held at JNV,Ratiabad in the month of May,2011. It appeals to your kind self once again to give consideration to the feelings and suggestions of the staff every time it prepares its transfer or any other major policy by extending them a platform as its decisions and policies affect thousands of staff working at the ground level. Justice should not only be done but seem to be done.

Pray for the health of T.P.Mani - our founder President

Recently in the month of May 2011, Shri T.P.Mani was not well. His health had deteriorated suddenly and was hospitalised.Lets pray the Almighty for his well being and good health...


Of course, he has recuperated and is ok now. On behalf of AINVSA members and office bearers, I wish him good health and a long life.
